I'm very interested in this info too. I've had occasion to gather some
of this data for the L.A. and D.C. areas, but I don't have current
data.  One detail to be aware of is that there are multiple tariffs,
even for intra-LATA.  If the data is "contaminated", which means
inextricably mixed with interstate data, then a federal tariff such as
FCC 1 or FCC 128 may apply.  In many localities, this is a better
tariff than the state tariff.  In CA, however, the reverse may be true;
some PUCs are tougher than others.

As a rule of thumb, the formulas tariffs have the form:

Inst + Const/mo + A/mo + B*m/mo, where

Inst is the installation cost,

Const is the base charge for a "zero distance" circuit, i.e.
connecting two sites which share the same local office,

A is zero if the distance is zero or some charge for stepping out of
the local office, and

B is the cost per mile per month for mileage between offices.

Rough numbers, somewhat out of date, for the D.C. area are:

Const = $225
A     = $ 25
B     = $ 30/mile

(I don't remember installation costs; I've seen numbers as low as a
couple hundred dollars and as high as $5500 in L.A.)

When I was working on this a couple of years ago, I built some nice
graphs showing the cost comaprisons for various tariffs in my area.


I suspect that all of this information is available in an organized
form, but I don't know where it is or how to get it.  Maybe someone in
the FCC has the database.  It's all public information...
