I can see a number of groups trying to ensure that this (your words:
"one giant IP connected network") doesn't happen,
orgnizations with a strong proprietary bent; however, lets talk about
success not failure.
Clearly despite hundreds of telephone companies in the US I can dial
anyone at their home or office, I can also dial most countries outside
of the US directly, also.
In fact there are whole organizations dedicated to standards to do these
kinds of things, from ieee802.3, to ss7, to PPP, etc. the goal is
interoperability.
