The Do I hear some agreement message is interesting. I think the wording
in the first point 3 about ANS having received advantage by receipt of
hardware and connections intended for R&E use could be challenged.
However, some people have told me they feel that the problem is that ANS
believes that *IT* is operating a privatized NSFnet. I have heard Al Weis
state at a public meeting at Harvard 13 months ago that ANS had privatized
the T-3 backbone. I was there in the auditorium when he said this. And
as I pointed out about 3 weeks ago the wording in the legislation about
FUTURE privatization of the network appears to have been removed in
conference committee. My reading of the legislation as listed in the Nov
22 1991 Congressional Record is that the network appears to be treated as
already privatized.
