Is this a Pennsylvania law?  Does it apply to the originating or the
serving telco, or both?

 I too am not a lawyer but we had a talk at Penn on the new law that is aimed a
t 900  

 call-sex phone services. This law requires the telcos to essentially monitor t
he  

 use of the services under penalty of law (one of the first of I suspect more  

 violations of the common carrier notions). Whether this will stand up in the c
ourts  

 remains to be seen. If it does we will see it impact us when networks become m
ore  

 visible.
