I too am not a lawyer but we had a talk at Penn on the new law that is aimed at 900  
call-sex phone services. This law requires the telcos to essentially monitor the  
use of the services under penalty of law (one of the first of I suspect more  
violations of the common carrier notions). Whether this will stand up in the courts  
remains to be seen. If it does we will see it impact us when networks become more  
visible.
