A system very similar to this was used to manage computing resources
on the 370/198 (195? there were only like 5 such beasts in the world)
at University College London (?) and, yes, all sorts of bartering etc
was allowed. Perhaps some recollections by someone more directly
involved would be enlightening. I remember stories indicating it was
amusing but seemed to work ok.
