Currently, both BARRNet and the BARRNet/CERFNet link use the NSFNET use
rules, thus only traffic that could flow over NSFNET anyway will flow
this link. So, this is not quite the same as inter-regional link that could
carry traffic not allowed on NSFNET (whatever that is ;-).
