I am puzzled. I am looking at a document that asserts that the NSF
solicitation for the VBNS required
"use of innovative (but not untested) approaches"
I cannot find this statement in my copy of the solicitation. If I just
haven't looked hard enough and it is really there, will someone please point
out exactly where?
I would have though that prospective bidders would have pushed the NSF for a
more precise definition. however I can't seem to find any question that
focuses on that either.
