An observation re. settlements, and about flat rates:
Anybody want to venture an opinion about why X.25/X.75 is not used very
much, while the Internet continues to grow? Seems to me that per-packet
charges, which tend to go along with settlement models, are a
show-stopper for many (most) potential network users.
