I think, Karl, that Gordons question was related to monitoring traffic
on the NAP and potential for abuse by the operator IF the operator also
provided NSP service through that NAP.
I for one might become concerned that "foo" might use the information
obtained for competitive advantage. This could be a simple as; "we run
a NAP and provide transit and will give you IP" to something a bit
more devious, like targeting potential customers who are using other
NSPs through NAPS that "foo" maintains. It could even get hostile,
with selective blackholing of traffic to pursuade a potential client
to switch. These last are -really bad- and grounds for litigation.
A bit hard to prove though. Something to ask your potential NAP about...
