Apparently there is requirement for the NAP manager to gather statistics
on the trafic of those nets connecting to the NAP and to give these
stats to the NSF.
Rick Adams in questions put to NSF last June complained about this
saying that the NAP manager would be gathering stats on possible
competitors and that the manager should have no business knowing traffic
patterns of nap users.
Seems to me this is another overstepping on NSF's part that needs to be
addressed. To give one clear example - one of the NAP managers is
preparing it's own major data service that will be hubbed at the NAP.
Why should it be gathering stats on what every one else who comes into
the nap does?
