I know that at least one regional is looking at this issue and either has asked
or is about to ask the so-called commerical providers for a proposal. I am
concerned (as a regional end-user) that the commerical providers (in their
business plans) either have not considered the possiblity of providing such
service or have dismissed it and prefer to compete with the regionals for 
the "local loop" part of the business. [I put "local loops" in quotes because
I don't necessarily mean what the RBOCs mean by local loop.]
