To become a national service provider, will an entity have to connect
to washington as well as New York, Chicago and California?  IE an NSP
eligible for NSF monies?

Finally, with the exception of getting BARRnet into the pie with Pacbell
when it should not have been there, this is the data that I published on
january 29th and on Feb 9th to this list.
