POINTER REQUEST: What's involved in starting a net service?

Greetings -
--> WHO I AM: In addition to being a personnel consultant, I write
regular columns for a couple of computer industry publications, & I'm
considering doing a feature piece on what's involved in putting together
a third-party or dial-up Internet service (profit or non), like
Clarinet, Online Career Center, PeaceNet, The Well, Cleveland Freenet,
etc.
--> MY TARGET AUDIENCE: I want to help enlighten the general public (as
well as anybody who is considering the creation of such a service) as to
just how these services get created. I hope to further demystify the Net
for a lot of people, especially with regard to how a committed person
with a good idea can turn it into part of the Net. If possible, I hope
to weight my article towards public-interest concerns.
--> WHAT I'M LOOKING FOR: In particular, I'm hoping to find some
information on the design and implementation of services like those
above, to serve as background for the piece. Most helpful would be brief
or verbose versions of: demographic studies of target user base, system
performance definitions, system design specifications, cost analyses,
and the like. Any pointers you can give me would be most appreciated!
