What authority, if any, does Merit or any other organization have
regarding managing the network? Can they, for example, order
a host off the network (if it had a wrong ip address, was putting out
bad packets, etc.) or an interface turned off?
Are any changes to network management authority in this net of nets
likely under the recent NSF solicitation and pending awards?
These questions are not, repeat not in any way intended to start
rumors, paranoia, investigations, etc., but are intended solely
as fact and information gathering.
