I'd say that you probably have the wrong thing in quotes.  I would be
curious as to what is meant by "regulate."  If they are talking about
limiting usenet (not getting part or whole of usenet), limiting the extent
to which gopher can connect to other gophers, that is one type of
regulation (as I understand, similar to Tallahassee Freenet).  If, on the
otherhand, they plan to give a very small amount of disk space (to limit
the amount of e-mail that people can accumulate), that's another thing. 
If they plan to allow for no privacy whatsoever, random e-mail searches
and seizures, summary elimination of accounts, that might be going a bit
too far.  But after all, it is a freenet, a service provided to citizens
of a community.
