What about the CIA World Fact Book?  It is not a comprehensive encyclopedia
(that's how I remember Jimminy Cricket teaching us to spell it), but it is
quite similar.  Perhaps there's a great deal of such data that have already
been acquired and researched, just waiting to be published.   Perhaps
that's the type of encyclopedia that the government should produce.
