Steve is division director for NSF/DNCRI. He has research and
infrastructure branches below him, with people reporting to him. The
NSFNET person (infrastructure) has changed several times over the
years. Years ago he also had EXPRES as a separate branch (not sure
about exact terminology), but that is no more. Not sure I got it
exactly right, but I think it is close, and it is the same for quite a
number of years already.
