Well, I've heard it said that there is something to what the definition
of a "customer" really is. 
	Surely NSP's are customers of each other,
	Regionals are customers of NSP's (and each other),
	Schools, States, Large and Small business and indivduals
		are customers of regionals and NSP's.
	Individuals are customers of all of the above.

So how many checks get cut?  20 or 30, or several thousand/million?
Perhaps the best way is to have the Feds (sorry about the UScentric view)
give tax breaks for the extra ISDN/Pots line installed to each house,
the machines needed to drive the line and the connect time to a shell/SLIP/
PPP provider?  :-)
