I agree emphatically.  IP wallplugs, like the ones on college/corporate 
campuses are what we need - flat rate by size of pipe.

At a bare minimum, we need low-cost access to the copper from telco 
central offices to end user sites, on a co-location basis.  This would 
make it very easy for 3rd parties to set up Internet access services that 
approximate campus network services (e.g. locate a 10baseT hub in a CO).
