Ah....but why oh why should we have to wait so long to see even the
sanitized version of the **winning** proposals!?
I'm going on memory which could be dangerous, but have we even been told
by NSF whether MCI bid an ATM vbns???
Everyone seems to take it on faith that they couldn't possibly have bid
anything else. But I don't think that *informative*? press release from
NSF bothered to say.
In my opinion CISE and DNCRI are doing a lousy job of informing the rest
of us about the details of what they have done.
