I can buy that. In spite of the odds and present reality, we can
certainly work to create a culture and expectation of ethical behavior
and fair play so that the tilts, as they exist, will at least be
less sinister in character.

It's not that it doesn't matter. The NSF is indeed still a major
influence now and, for many reasons, an easy target. I would be
concerned, however if all those out raking muck spent all their energies
at the NSF and its activities when the real action starts happening
elsewhere where the bigger money flows and where public influence is
very limited.
