Re why the open session of the National Science Board might have been
cancelled while the closed session was still held, it's very much
possible that a decision was made that, while NSB members themselves
constituted a quorum for the latter purposes, the public had insufficient
opportunity to attend the former (on account of the weather, and not
withstanding the hardiness of one or two who planned to attend).
That would make sense; there's a big difference between cancelled with
no expectation of rescheduling, and what I suspect actually happened. (As
a disclaimer, I've never attended an NSB meeting, but don't want wild
speculation to be the sole grist for the mill.)
