All I can say is that when I used to have MCI lines go down due to fiber
cuts at my old job it took exactly ONE phone call to get the circuits
re-routed around the failure.

Restoral time was usually within 10-15 minutes.  Mind you, you had to bitch
to get it done though.  They would leave you swinging if you weren't
watching the store, but with my pager going off from the automated "heh
hoser line xxxx is down" notification every 5 minutes I wasn't going to
stand for it long!
