I just initiated a telephone conversation with Steve Wolff.
Steve says he will post the promised material by the end of the day.
(re the vbns and RA awards).
We will apparently NOT see any information on NAPs or Interregional
connectivity because the amounts were not large enough to require BOARD
attention. ( Did I understand that correctly, Steve? How large DO they
have to be beforer requiring Board approval?) If I understood correctly
Naps and interregional awards don't become official and hence are not
announced until Division of Grants and Awards completes all the
paperwork. And as steve said this could well be as late as some time in
April!
Why the two Routing Authority awards? Because the two proposals were
complimentary and the review panels recommended that we fund both.
Oh..... Uh well when would the RA proposals and the vbns proposal become
public so that we could make our own judgements?
Not until Div of Grants and Awards finished sanitzing them as required
to remove proprietary information.
When would that be?? Well, an indeterminant amount of time because Div
of Granst and Contracts had been instructed that they had to process all
the paperwork on the technology reinvestment program "swords into
plowshares" first!

Steve here is a question I unfortunately forgot:
Please explain the language in Fridays statement that you could use
contracts, grants or whatever means deemed appropriate to administer
these awards.
Are they or are they not cooperative agreements? If they are NOT,
please explain WHY!
