A Clarification on Interregional connectivity:

While CoREN gets an interregional connectivity award and while this
award, in terms of geography at least covers the largest regionals in
the nation, I was not as clear as I would like to have been in leaving
the implication that CoREN got ALL the interregional connectivity money.
 It does not get the WHOLE pie.  Other regionals apparently will each be
funded to do their own thing for connectivity as I pointed out a few
paragraphs further on.

So interregional will likely have 6 or 7 or maybe even far more than
that awards.  One LARGE award to coren and many smaller ones.
