Let me rewrite that a bit:
  The copyright of public documents is THE issue for all those
  who are interested in access to any public information.
 
Anyway, if this list (usually) is about commercialization and privatization
of net, it is about copyright.  The owners of the information on the net
will determine who accesses their information and ultimately the structure of
the net.  Just as they do now.  IMHO, a network setup by universities, NSF,
and r&d departments will give way to a network owned by copyright holders.
 
Furthermore, consider the commercialization of information now underway:
EDS, Counterpoint, FEDIX, Dialog, Mead Data, the baby bells, etc....

COPYRIGHT is the big issue that may drive everything else.  Didn't someone
muse recently about Murdoch/Delphi/baby bell...?  I suggest it hasn't
happened yet (What's this Prodigy regional stuff?) because of legislated
separation between content/carrier.  The technology exists now to access
everything Murdoch publishes online.  Don't you think News Corp keeps the
tapes?  As do Gannett, Newhouse, etc...?  And that's just the tip of the
iceberg.
 
Add that to Clipper, GPO/Federal Register via Visa, tv-top black boxes
from your babybells/Microsoft, GATT and "intellectual property rights"
and I can only conclude,
