I don't disagree that more can't be done. I do agree with Barry that the role
of CERT is less that that which you desire. That does not mean that CERT
it bad. It certainly means that CERT does not meet the needs as you define
them from your point of view. Perhaps IETF or some group should set up
a set of parameters for a group to meet your criteria. There might even be
a way to get the same type of funding arrangement.
I believe that there is great strenght in working together and perhaps a role
for User Groups (like SUG) or professional organizations (like USENIX) would
be to provide that mechanism.
I am sure you have some involvement in some groups that might be appropriate.
You might want to try proposing such a thing.
