Funny I thought that overhead was the mechanism that Universities used for things  
like libraries, telephones etc. What makes you think that the Gov will for long  
allow explicit charging in research grants for networking. It bearly does now for  
computing. 


Also suppose for argument that a researcher for competitive reasons in pricing  
his/her grant does not put in a networking charge (or is told to remove it by the  
granter). Where does the money come from then.

Also there is the real philosophical question of why the science research budget  
should pay for networking for the masses in academia.
