new student can't print, any way to let them?

Hi! Is there any way to turn off print accounting or authenticated
printing or quota control or whatever it is that stops people from
printing? 

A new student who registered 2 days ago tried to print a few minutes
ago, but was told that he's not known by the quota server and are not
allowed to print.  10 seconds later I tried to add him, and was told
that it was unable to contact the quota server on hector. I ended up
having him copy the file to bitbucket and then have me print it.
There's someone else in the SIPB office now who would like to print
but can't.

We have been letting people print on money, which is not quota
controlled, but since that's in a locked office that doesn't work too
well for most users.

Is there any way to just turn the whole thing off and let people print
until we get the problems worked out? I know you're working hard on
this and are probably sick of me sending in reports, but we really
can't have 1500 new accounts that can't print.
