zwgc should consider SIGTTOU a fatal signal unless -nofork is used.
Otherwise when a user logs out on a system which does not send SIGHUP
(we modified login to do that on VAX and RT, but not everywhere), zwgc
will stop after the next message and never restart or cleanup
subscriptions.
