decmips 7.4G: TTY driver (?)

What were you trying to do?
Use Andrew VUI from home.

What's wrong:
Unlike on my Vax and RT, it seems impossible to specify the number of 
screen rows.  On the Vax and RT, I just stty rows 60, and all is well.
On the decmips, with a TERM setting of xterm, the rows seem hard
wired at 64; with a TERM setting of vt100, the row setting is hard
wired at 24.

What should have happened:
The decmips should not ignore stty rows.

Please describe any relevant documentation references:
Althought this is happening with VUI, I expect it happens with everything.
VUI is not doing anything unusual.
