Thank you for your recent bug report.
There is no bug here.
1) Typing "cd /mit" and running "ls" is not the correct way to find
out what "neat lockers" there are. That will show you only what
lockers are attached on your workstation.
2) You saw many users' home directories because many users' home
directories are attached on the dialup machine you were using.
3) If the person whose home directory you "looked into" wanted their
files to be private, they would not have made them world-readable.
The fact that you were able to look at the files implies that the user
made them world-readable explicitly, since user home directories are
private by default.
In the future, please check with the Athena User Consultants, by using
"olc", calling x3-4435 or stopping by 11-115, before sending a bug
report with "sendbug". They can tell you whether or not something is
a bug; if not, how to deal with it, and if so, how to work around it
and how to report it.
In this case, you can ask them if you want to find out how to get a
list of interesting lockers.
