What's wrong:
Certain keyboard characteristics (at least keyclick volume
and bell volume) are not set to anything on user login -
they maintain the value that the previous user had.
(I.e., they are independent of X server incarnation.)
What should have happened:
I think the user should be able to expect consistent
behavior when they login. They shouldn't get a bell
that blows them out of the room on one login, and no
bell at all on the next. Default values should be set
for these... Probably by xlogin.
