No, he means just what he said: "emacs seems to create the 'sink'
bitmap whether or not it is in use." This means that it allocates a
Pixmap for it even if it isn't used. On systems with a Parallax
board, where all Pixmaps are allocated in off-screen memory, any extra
Pixmap allocations should be eliminated because there is very little
off-screen memory.
