The default version of Motif at Athena

When you "attach motif" you should get 1.1, not 1.0.  
1.0 is an obsolete version that goes with pre-X11R4 versions of Xt,
and I'm sure OSF would love for it to go away here at MIT.
Also, the motif1.1 locker is missing the "man3" pages.
