IMHO, this is a serious bug.
All that needs to happen for this bug to occur is for a user's homedir
to be attached when he/she logs into a dialup. This can happen if for
some reason it wasn't detached when the user last logged out
(unlikely) or if some other user attached the homedir (quite likely).
The fix is simple: remove the check for "local homedir" (which isn't
truly portable anyway) and always attach the homedir in /bin/login.
