quota seems to be confused; I remember this was reasonably frequent in
the past but not in the last term or so.

I don't have anything in the potluck locker. Some other users have also
noticed this behavior. There's the off chance that this is related to
the AFS software fiasco recently, I suppose. I don't know enough details
about what happened there to say if it is responsible or not.
