Athenaized ftpd on dialups, /etc/shells

The Athenaized ftp installed on the dialups rejects ftp connections from
users who have a shell not listed in /etc/shells.  This is not necessary
in our environment, since anyone who can use the ftpd on the dialups has
to have an Athena account anyway.  The reason that /etc/shells is
checked on vanilla UN*X systems is that a common way to create a dummy
account is to change the shell to /bin/false or /dev/null or something.
However, accounts on Athena are not disabled by changing the user's
shell.  I dislike being treated like the user "nobody" for no good
reason.

P.S. I found ftp-bugs@ATHENA.MIT.EDU hardcoded into the bsd ftpd code,
which is why I'm sending it there, too. :-)
