rs6k/rosebud: xterm terminfo on rs6k has no underlining?

System type, version:	RS/6000 (no /etc/version file)
System name: rosebud
What's wrong:
tput smul doesn't emit anything, indicating that the terminfo
entry for xterm doesn't have an underlining property.

What should have happened:
The entry should be there, so that (for example) tcsh6 should
turn on underlining with %U in the prompt (or echotc smul perhaps.)

Documentation References:
	man terminfo, man tput.
I thought perhaps this might be a function of the Vendor xterm
being X11R3, but /usr/bin/X11/xterm *does* support <ESC>[4m to turn on
underlining (and for that matter, there is no vendor supplied xterm,
only aixterm, right?)
