rt 7.3P: athena widget

What were you trying to do?
	Scroll around in xrn, xdsc... 

What's wrong:
	I have only been able to reproduce this on the rt to an rt
server.  to a decmips server work fine.   haven't tried vax to vax or rt
to vax... 


if you have windows positioned like:

  |xrn|
  |---|
	

where the scrolled window of xrn or xdsc is mostly obscured vertically, 
then click the right button  on the scroll bar, only part of the
scrolled window refreshes.  the half of the  window below the mouse
horizontal line does not refresh (the contents do actually change as you
can see if you  try  to highlight something..

The last two remained the same.  


This only happens when the majority of the window is obscured from the top.
