vax 6.0C: rlogin to machines with srvtabs fails

Because /usr/etc/login.krb is the wrong version in 6.0C (its the
kerberos version without any athena support), you can not rlogin to any
machine with a srvtab if you have tickets and are not in the machine's
password file. As an example, try rlogining to dialup with tickets.
You will lose.
