okra, an RS/6000, was installed with TZ=CUT0GDT (should have been
TZ=EST5EDT) so all clock programs show the wrong time. The install programs
and instructions should be checked to make sure that new machines get the
correct time zone. I don't know if this is a bug in the install procedure,
a mistake by operations, or a misunderstanding of the instructions.
