What you have described is not a bug per se, but rather a misfeature
in the "quota" program. However, it is not possible to fix it without
breaking other functionality of the program.
I suggest you read the OLC stock answer which discusses this problem.
To do so, run "help" and select:

10. Why does QUOTA return info on other filesystems?
Note that, in general, it is a good idea to check with olc before
reporting a bug, to see if they can help you figure out why things are
behaving as they are.
