Permissions problem

Using TEST-3100.MIT.EDU running 7.3P, I am getting the same error which
I did for a while during August with the test releases then
intermittently. Upon logging in, my .startup.X file gets run, because
programs I start up there work, but then the first xterm I start up has
"%" as a prompt and no standard Athena alias's (like logout), the second
has "athena%" as prompt and standard Athena alias's, but not my
.cshrc.mine and other shell customizations. Even better, I do not have
the permissions to access my own files (although I have all the normal
kerberos tickets), although this is cured when I run renew.
