The question is whether, in the sense of Right or Wrong, the login programs
should or should not add users' groups to /etc/group even if NOCREATE
is in effect. (right now NOCREATE means neither the passwd nor group
file is appended to at login time)

The context of the question is that at UCSC we have some machines with
NOCREATE set because we want to restrict access to people already in the
passwd file.  But these people would like to have their group memberships
show up when they log in.  At least on Suns they can't chgrp to groups
that are not in the group file.

So we are about to change login so that NOCREATE affects only the passwd
file, and are wondering if this is a mistake, or if it's something everybody
should be doing.
