The people at BARRnet offered some constructive suggestions in response
to my forwarding to them a copy of Kamen's inquiry (about whether others
are also having trouble in communication with MITnet from West Coast
locations.) I attach one of those suggestions, and ask in turn whether
or not we might start a campaign to get any network software maintained
by M.I.T. brought up to the suggested specification.

There are a couple of things we can do to try and alleviate this problem:
1. Get the software fixed which closes connections on reception of an ICMP
unreachable message. This is in direct violation of Host Requirements,
which has been out as an RFC for close to two years now. Beat on the
vendors to fix this - it's the only way you can protect yourself from
a network with transient error conditions.
