no kerberos fallback for srvtabs

I compiled a popper on a 7.3 rt and installed it on a 7.2 rt. It could
not find the srvtab even though I had a valid one in /etc/srvtab. I
created a link from /etc/athena/srvtab to /etc/srvtab and the popper
worked.
My understanding is that the 7.3 kerberos library is supposed to
fallback to the old locations of the files it needs.
