[8000] in Athena Bugs
fs checkservers is unclear on the concept... take two.

During the Hurricane Bob shutdowns, I noticed that fs checkservers was
happily claiming that "All servers are running" despite the fact that
they clearly were not. When I showed this to Richard, he shrugged and
said that my workstation must be confused and he would be impressed if I
could reboot my workstation and reproduce this. Well, I have rebooted
my workstation since then (and updated my workstation to 7.3K in the
meantime), and the problem showed up again when circe starting losing today.
