release notes format

Right now, with every 7.3 release version update, I have to re-read the
entire release notes, and remember what was there before, to see what's
changed.
Basically, I end up *not* reading the release notes until I notice
something broken/wrong/different/etc.
I'd rather be able to just read only the latest changes.
So, how about adding to the *end* of the release notes a section for
each version update? You can either explain the new changes fully in
each version section, or mention it briefly, and mention in what page
in the release notes the change is explained in full.
This way, I can read the release notes. Now, I don't because I really
don't feel like re-reading the whole thing every time there's an update.
